In December 2002 the Ministry of Social Development launched a Foodbank Strategy. The Strategy had two strands:

Firstly, it aimed to improve Work and Income practice to ensure all clients got their full and correct benefit entitlement. Specifically a consistent process would be adopted for all clients presenting for emergency food assistance.

Secondly, the strategy sought to improve relationships between Work and Income and Foodbanks through Regional Commissioners meeting regularly with Foodbanks in their regions.

The following documents were developed in support of the strategy and remain a useful resource.
